VAT Registration in the UAE: Mandatory and Voluntary Thresholds and Common Rejection Reasons

By Nadeem Afzal, ACCA, CPA, UAECA | Founder and Managing Partner, AL SAQR (VAT Account), Dubai | Published 5 November 2026

Short answer: VAT registration in the UAE is mandatory when your taxable supplies and imports exceed AED 375,000 over the previous 12 months, or you expect them to exceed that figure in the next 30 days. It is voluntary from AED 187,500 of taxable supplies or expenses. You must apply within 30 days of becoming liable, through the EmaraTax portal. Late registration carries a penalty of AED 10,000. Most rejected applications fail on documentation, not eligibility.

This guide covers who must register, how the thresholds are tested, how to apply and the reasons applications are returned. For the service itself, see our VAT registration page.

“Taxable supplies” include standard-rated and zero-rated supplies. Exempt supplies do not count towards the threshold.

How to Test the Threshold

  1. Add up taxable supplies and imports for the rolling 12 months to the end of each month.
  2. Include zero-rated supplies such as exports and qualifying international services.
  3. Review forward contracts that make a 30-day breach likely.
  4. Record the date on which the threshold was exceeded or became expected. That date starts the 30-day period.

A rolling test is the point many start-ups miss. A business that reaches AED 375,000 in month eight must register, even though it has not completed a financial year.

Why Register Voluntarily?

Voluntary registration makes sense where you have meaningful VAT-bearing costs to recover and customers who are VAT-registered businesses: recovery of input tax on set-up costs, credibility with corporate customers, and readiness for the point when you cross the mandatory threshold. It also brings obligations: tax invoices, returns every period, record keeping and penalties for non-compliance. Business-to-consumer sellers often do not benefit because they cannot pass the tax on without raising prices.

The Application Process

  1. Create or access your EmaraTax account.
  2. Complete the VAT registration form: business details, activities, turnover figures, bank details and contact information.
  3. Upload supporting documents (see below).
  4. Submit and track the application. The FTA usually reviews within about 20 business days, longer where it requests clarifications.
  5. On approval, you receive your Tax Registration Number (TRN) and certificate. Begin issuing compliant tax invoices from the effective date shown.

Documents Normally Required

  • Trade licence and Memorandum or Articles of Association with amendments
  • Passport and Emirates ID of the owners, partners and authorised signatory
  • Proof of authority for the signatory
  • Bank account details (IBAN) in the company name
  • Evidence of turnover: sales invoices, contracts, bank statements, ledger extracts
  • Business address evidence: tenancy or Ejari
  • Customs registration details where the business imports

Common Reasons VAT Registration Applications Are Rejected or Returned

These reflect common practice we see, not an official FTA list.

ReasonWhy it happensFix
Trade licence activity does not match the declared activityApplication describes services the licence does not coverAlign the description with the licence or amend the licence first
Turnover evidence is missing or inconsistentDeclared turnover differs from invoices or bank statementsReconcile revenue to invoices and statements before filing
Name or details differ across documentsSpellings differ between licence, passport and Emirates IDUse identical legal names; submit clear, valid documents
Expired or unclear documentsExpired licence, blurred scansRenew and rescan
Authorised signatory not evidencedNo power of attorney or board resolutionAttach proof of authority
Bank details not matching the legal entityAccount held in a personal or different nameProvide a corporate account or evidence of authority
Group, partnership or branch structure not declaredRelated entities not disclosedDisclose related persons and structure accurately
Incorrect threshold basisApplication relies on the wrong period or amountRestate the calculation with evidence

A rejection does not end the process, but the 30-day clock continues. Keep the original date of breach on file because penalty exposure runs from it.

Penalties and Consequences of Late Registration

  • AED 10,000 for failing to register within the time limit.
  • Output VAT may be due from the date registration should have taken effect, even if you did not charge it. Many late registrants absorb the tax from their own margin.
  • You cannot recover input tax before registration except as the law allows for pre-registration purchases.

Practical Controls for Start-ups and SMEs

  1. Run the 12-month rolling threshold test monthly.
  2. Keep a register of contracts expected to be invoiced in the next 30 days.
  3. Maintain supporting documents in a single folder before applying.
  4. Decide on voluntary registration when the first large costs are incurred.
  5. Brief the sales team on tax invoice requirements from the date of registration.
